Background
Created for the Remco Toy line, there is little history of the Buzzard. He only appeared in one comic. Steven Frank has a suit gives him the ability of flight and is able to discharge electrical bursts. The Buzzard joined the Riot Squad ( The Eraser, Sting and the Brain Emperor) and killed the Original Black Hood.
Given his visual similarity to Spider-Man’s foe, The Vulture, it’s hard not to picture The Buzzard as the same kind of crotchety old thief. Because there’s nothing out there to contradict me, I’m going to assume that this guy created his suit.
In his one appearance, it appears that he is murdered by The Comet but it would be easy enough to revive him… or, in typical Mighty Crusaders fashion, just bring him back with no explanation whatsoever!
An alternative might be to use the second Buzzard! Yes, in New Crusaders #s 5 & 6, there is a prisoner that is freed by the Brain Emperor – when the Brain Emperor presents the man with an updated Buzzard suit, the man screams that he doesn’t want to be the Buzzard again and that he is free of his father’s curse. This could hint at something supernatural but I prefer to see it as mental illness manifesting — in the same way that Harry Osborn would talk about the curse of the Green Goblin, when really it was simply his own madness at play. I would use the same stats for father and son, though I might give the son Damage Resistance 4 since he has a fancier suit and it looks like his claws are on the gloves now.
