A master criminal who wants the plans for the father’s latest invention kidnaps Tom Townsend and his inventor father. Tom watches helplessly as his father is strangled to death. An eagle crashes through a window and saves Tom. The eagle nurses Tom back to health. One day the eagle returns with an American Flag in its beak and Tom takes this as an omen. He makes a costume from the flag and returns to America to fight crime as Captain Flag.
